The OD—Legal Online Services (ODLOS) allows
- Enforcing Agencies to transmit a new Request for Review of a Civil Wage and Penalty Assessment or Notice of Withholding of Contract Payments pursuant to Rule 23 and Labor Code section 1742.
- The Administrator of Apprenticeship to transmit complaints referred for hearing under Labor Code section 3081 and California Code of Regulations, title 8, section 202.
- Contractors to transmit appeals of the denial of public works contractor registration under California Code of Regulations, title 8, section 16413, or appeals of the revocation of public works contractor registration under California Code of Regulations, title 8, section 16414.

Terms of Use
- Case participants may register to use ODLOS to view and submit information and documents.
- The preferred format for submitting PDF documents is Adobe’s Portal Document Format (*.pdf) that is text searchable. Any document submitted electronically should be complete. Any attachments to an electronic document must be converted into electronic form and included as part of the document. Attachments should not be filed separately from the electronic document.
- All documents submitted to the Hearing Officer must be served on the other parties to your case and must include a proof of service showing how the document was served on the other parties. A user may electronically serve documents on another party only if that party has agreed to accept service electronically in that matter.
- You must redact all personally identifiable information before submitting a document on ODLOS. Examples include: full date of birth, full social security number, full taxpayer-identification number, full credit card or debit numbers, full bank account number, full home address, full residential or cell phone numbers, and driver’s license number. All e-filed documents that are not in a native format due to redactions or modifications should be noted on the document by the filing party. A document that has not been redacted properly, will be returned and not accepted for filing.
- All users of the ODLOS system are responsible for taking reasonable steps to prevent sending any material that contains a computer virus.
- After submitting a document on ODLOS, the user will receive a confirmation email message and reference number. Please manage your junk or SPAM email folders to locate receipt of such confirmation email messages.
- Unless otherwise specified, a document will be considered timely filed if the email confirmation message reflects that the entire document was received via ODLOS before 11:59 p.m., Pacific Time Zone on the due date, unless another time is specified by the Hearing Officer. (After 11:59 p.m. on the due date is considered the beginning of the next business day.)

You also agree that no certification authority or other third-party verification is necessary to validate your electronic signature, and that the lack of such certification or third-party verification will not in any way affect the effect or enforceability of your electronic signature. You are also confirming that you are the individual authorized to sign the document filed through ODLOS. For purposes of this consent, “electronic signature” means an electronic sound, symbol, or process attached to, or logically associated with, an electronic record and executed or adopted by a person with the intent to sign the electronic record.
- Consent to Electronic Service: As a registered user of ODLOS, you agree to receive electronic service of any document in any matter in which you are a case participant. Electronic service means service of a document by transmission to the email address you register to establish an account with this website, or other email address through which you have authorized electronic service. Electronic service may be performed directly by a party or other person, by an agent of a party or other person, including the party or other person’s attorney, or through an electronic filing service provider. Electronic service of a document is deemed complete at the time of the electronic transmission of the document or at the time that the electronic notification of service of the document is sent.
- Each case stored in ODLOS contains documents filed by case participants as well as documents issued by the Hearing Officer. Copyright and other proprietary rights may apply to those documents created by case participants and submitted through ODLOS. Such documents may be used only as permitted by law. Pursuant to applicable law, the Hearing Officer may seal records that are part of a hearing, and thereby withhold them from public inspection or disclosure. However, please take notice that documents filed through ODLOS are generally considered public records. As a result, decisions and other documents that show the names of parties, witnesses or other individuals will be accessible to the general public.
